The Smith Mundt Modernization Act of 2012 (buried inside the 2012 Defense Authorization Act) repealed the prohibition (enacted in the original Smith Mundt Act of 1948) that prevented the U.S Government from creating propaganda targeted at U.S. citizens and paying the media to publish them.
The reason for the layoffs at the Washington Post, New York Times, and others is that they no longer require staff to create content. Instead they get paid for publishing whatever the government provides, whether anybody reads it or not.
