There’s a probably apocryphal story that Thomas Jefferson, in picking the site for the new national capital (after Philadelphia) chose one in the most inhospitable surroundings he could find, to encourage the legislators and etc. to spend as little time there as possible.
It is worth noting that our present bloated government and bureaucracy only became feasible after the invention of air conditioning.
As part of reducing government spending (by reducing electric billing costs), locking all climate controls in government buildings in Washington D. C. at 75 degrees F. in summer and 65 degrees F. in winter might be worth considering.
First things first: a decent garage/shelter with a concrete floor to get her into the shade, away from the bugs, and out of the rain. And some electricity to light the way.
