Bread and circuses were used in late term Roman Empire to keep the consent (or apathy) of the people.
Works pretty well until they run out of bread (or electricity, food, fuel), then like Mussolini they get tossed out of their secure bunkers by their supporters and guards for a terminal entertainment.
But the common Joe and his family suffers quite a bit during the process.

Much fighting, destruction, killing and dying remained, but Imperial Japan was essentially broken at that point and never recovered.
Europe must have been easier: more nations and services involved, retribution began two years later – to the day! – and ended three months earlier. But trying to get ETO Vets to agree would present a problem and might instigate a rerun . . .
