Oh, Javier has read his Asimov. Thoroughly. “I, Robot” is all about the contradictions that arise even from simple, clearly defined, priority-ordered control logic. Asimov knew good and well that real life is too complex to be handled with Yes/No/And/Or Boolean operators.

In later novels we get the zeroth law of robotics – “A robot may not injure humanity, or, by inaction, allow humanity to come to harm.” Cleaning out the sewer of DC would thus be a requirement. (Note: DC is not a swamp. Swamps are beautiful ecosystems with fantastic life. Sewers, however….)
Loved Asimov as a kid; older, I was disillusioned when I realized he was a closet authoritarian/elitist. That Zeroth Law allowed a “superior” robot to decide, all on his own, what was good or bad for humanity, and ignore all his other laws to make it happen. That, and the author’s unseemly hunger to see the corrupt “Galactic Empire” reborn as soon as possible inevitably (into another corrupt Galactic Empire, but he didn’t see it) added a sour tinge to the series I once loved.

You are misinformed. The Security of the President and the Whitehouse are *Not* the responsibility of the FBI or the DOJ. That Honor Belongs First to the United States Marine Corps(since after the War of 1812), and second to the Secret Service Branch, Formed in 1865, April 14th, initially to combat couterfeiting, but also tasked with providing security for the President and Vice President.
The constitution deliberately gave the feds no police power. But early Federalists noted that it also made a crime of counterfeiting, and therefore “justified” police to enforce it. For years, Treasury had the only federal police force, which is how it got dragooned into becoming responsible for other security tasks (like guarding the President) entirely irrelevant to Treasury duties. Eventually and inevitably, the elites just decided to ignore the constitution entirely, and created multiple TLA police organizations. All of them are flagrantly unconstitutional (including the Secret Service), but nobody will do anything about it. The constitution explicitly gives the authority to enforce federal law to the militia — that is, the people as a whole, because the people would never enforce a law that damages them.
